Maxi was founded by Provigo in 1984 in a former Kmart location in Longueuil. Provigo’s vision for the store was to become one of the most reasonably priced food retailers in Quebec. The business expanded quickly and in 1987 Maxi had already opened seven stores expanding into Châteauguay, Cap-de-la-Madeleine, Saint-Leonard, Lasalle, Pointe-claire and Trois-Rivières-Ouest. In 1992 Provigo acquired several locations from Steinberg, giving 11 of them to Maxi. Three years later Maxi absorbed the Héritage chain, also owned by Provigo, and reached a total of 67 stores.

When Provigo was bought by Loblaws in 1999 Maxi became a division of its new parent company. In this process the Maxi stores in Ontario were converted to No Frills.
